John David Neff, 71, Festus, passed away Wed., November 21, 2018 at Mercy Hospital St. Louis.  John, son of the late Floyd and Virginia (Allen) Neff, was born December 30, 1946 in Sullivan, MO. He was owner/operator of J. Neff Inspections & Consulting LLC and was a US Air Force veteran.
