Three Ordinances, Bid, Monthly Bills Top Tuesday Council Meeting

The Sullivan City Council was scheduled to meet Tuesday, March 19, with three proposed bills for approval as ordinances, two bid items and payment of the monthly bills in the amount of $1,282,408.41.

There were no requests or petitions before the council. The Planning and Zoning commission submitted a report from their March 12 meeting in which they approved a rezoning request from Sullivan School District to rezone former Sullivan Library property from commercial to residential. There were no objections from property owners.

City Administrator J.T. Hardy had two matters before the council under his report to the board that included City Well #10 remediation bid and a bid for East Street sewer replacement.

In Hardy’s report from City Engineer Robert Schaffer, the bids were opened for the project on March 6 that would provide a down well video and packer test to determine the proper course of action to bring the well back online and working in the city.

Three bids for the project were received from: Flynn Drilling, Troy, $25,625; Midwest Hydro Drilling, St. Clair, $44,895 and Brotche Well and Pump, Fenton, $35,050.

Staff is recommending the council award the project to the low bidder, Flynn Drilling, in the amount of $25,625.

According to Schaffer’s notes to the council, the project has $375,000 budgeted for well improvements.

Hardy was also scheduled to present bids for East Street Sewer replacement project with bids being received from six contractors that included: K.R. Wilson, Sullivan, $36,672; Meramec Excavating, Cuba, $36,959; Ed Laubinger Excavating, $44,068; Donald Maggi, Rolla, $46,579.60; Girdner Contracting, Villa Ridge, $63,298.94 and Macx General Contracting, Sullivan, $73,700.

City staff is recommending the council award the project to the low bidder, K.R. Wilson in the amount of $36,672.

Payment of the monthly bills totaling $1,282,408.41 were expected to be approved and included: $560,415.67 to MPUA Power for February 2019 electric supply; $15,590.53 to Oak Grove Village for their share of Was-Mart sales tax revenue; $26,250.40 to Swinger Sanitation for waste hauling services and $21,778.93 to Missouri LAGERS retirement program for employees.

Three bills were proposed for approval as ordinances that included:

Bill 3834, sponsored by Alderman Tony Wessler, would approve the Sullivan School District request to rezone the former Library property, now owned by the school, from C-2 to R-1;

Bill 3835, sponsored by Alderman Tony Wessler, would approve a 30-day contract with Flynn Drilling Company in the amount of $25,625 for the remediation work on Sullivan City Well #10;

Bill 3836, sponsored by Alderman Jason Alexander, states that the city shall, when it receives inquiries from citizens, make reasonable efforts to notify low income individuals residing within the city who are not entitled to benefits under Title XVIII (18) of the Social Security Act, or are eligible for assistance under the State plan under that title regarding this arrangement with Missouri Baptist Sullivan Hospital. The city shall have no further obligation under this passage of the agreement. In short the agreement deals with health care services for qualifying low income individuals.

The council did have closed session posted for real estate, litigation and personnel.
