Three Bids, Building Contract Before Council Tuesday

The Sullivan City Council was scheduled to meet Tuesday night, February 5, where it had three bid items before them and on proposed bill for approval as a city ordinance regarding a building project.

Under City Administrator J.T. Hardy’s report to the council, Hardy had three bid items to review with the council with recommendations made by city staff.

Hardy reported that bids were sent out for the 2019 Independence Day fireworks display, with only one bid being returned from J&M Displays in the amount of $10,000.

J&M has provided the fireworks display for the city since 2014 and has provided a bid amount of fireworks similar to 2018 again at the restricted cost of $10,000.

The city provides $5,000 for the cost of the fireworks display with First State Community Bank and other local businesses pledging the remaining $5,000.

Staff is recommending to accident the bid once again from J&M Displays.

In the Engineering Department, the city had advertised for bids for the purchase of a LIDAR and Photogrammetry for the city of Sullivan with one bid being submitted by Surdex Corporation, Chesterfield, in the amount of $18,500. The equipment was budgeted at a cost of $20,000.

Staff is recommending the council accept the one and low bid from Surdex Corp.

The Sullivan Street Department has requested the council allow them to purchase a Kubota 90HP four-wheel cab tractor model M5-091HDC in the amount of $48,774.43 and a Land Pride RCP2660-06 Parallel arm boom mower in the amount of $18,623.50 based on the Sourcewell contract which allows for inner municipal bidding on models already bid, thus allowing the City of Sullivan to not have to publicly advertise for bids.

The total cost of the items is $67,397.93 with a budgeted amount of $69,500. The Source contract allows the equipment to be purchased from Wayde’s Equipment LLC, Cuba, Mo. Staff is recommending approval on the equipment.

The council had one proposed bill for approval as ordinance with Bill 3831, which would approve a 90-day contract with Alexander Construction LLC, for construction of a new pre-enegineered metal building for the Sullivan Water and Sewer Department in the amount of $198,551.10.

The council did have closed session posted for real estate, litigation and personnel.
