The Franklin County Sheriff's Office arrested a St. Clair man June 29 after he was allegedly observed with a hypodermic needle sticking out of his front pocket.
That spurred authorities, which included Sullivan police officers, to search Timothy Spoon, 40. Two bags of methamphetamine were found.
The sheriff's office was conducting an investigation in the 600 block of North Service Road for a man acting suspicious.
Spoon has been charged with drug possession and his bond set at $25,000.
