Playground Equipment Bid Approved By Council Tuesday In Busy Meeting

The Sullivan City Council held its first meeting for the Fiscal Year 2018 on Tuesday, Oct. 3, approving the purchase of playground equipment for the new Northside “Pocket Park,” piping for Division Street Storm Water Project, fencing for city well sites and City Administrator J.T. Hardy reported the city finished 2017 in the black.

The council met in open session with no requests or petitions before them and City Administrator Hardy began his report to the council.

Hardy presented bids for the Division Street drainage pipe and sought council approval for $14,648.54 for steel reinforced pipe from Kanaflex Corp., Vernon Hills, Ill., one of six bidders on the project. Hardy also asked for approval to purchase corrugated metal arch pipe from Contech Engineered, Sikeston, Mo., in the amount of $804.96. Both bids were approved unanimously by the council.

Hardy presented bids for the Division Street concrete drainage structures with three bids being presented and the bid from Murdon Corporation, St. James, $9,340 being approved unanimously by the council.

Playground Equipment for the cities newest “pocket park,” was approved by the council after review of ten bids.

Parks Director Dave Wall submitted a recommendation to approve the bid from All Inclusive Recreation, Farmington, in the amount of $29,902.25 that will feature a play builder structure for ages 2-12 along with rainbow loops, for ages 5-12, a maypole for ages 5-12 and a max play swing set.

The playground equipment would be constructed by city parks crews thus saving the city an installation cost of $11,327.50.

Aldermen were informed that the parks crews have experience in installing these types of playgrounds and were confident this could be done with current staff rather than outsourcing the project.

Aldermen unanimously approved the bid from All Inclusive Recreation in the amount of $29,902.50.

The council approved unanimously the bid of Carnahan-White, LLC, for construction of fencing around city wells, as mandated by Missouri Department of Natural Rescoures, in the amount of $60,542.10. The city had budgeted $107,000 for the project in the 2018 Fiscal year Budget.

In concluding his report to the board Hardy informed the council that the city ended Fiscal Year 2017 with all fund balances in the black.

Revenues for the general fund, which includes most government activities were $4,249,750 with expenditures of $4,249,011. Sales tax revenue increased slightly from project estimates for 2017 with $1,525,000 budgeted and $1,559,395 received in 2017.

City staff reminded residents that the Fall Cleanup was scheduled for the week of October 16-20. The council had no items for closed session and concluded their meeting in 30 minutes.
