Four Ordinances Including Solid Waste Contract Before Council

The Sullivan City Council was scheduled to meet Tuesday January 21, with four ordinances before them that included a new contract for solid waste services and payment of the monthly bills in the amount of $1,398,698.01.

The council was scheduled to receive a report from Planning and Zoning along with Sullivan Airport Board, but no requests or petitions were posted at press time Monday, January 20.

The payment of the monthly bills totaling $1,398,698.01 included $22,930.47 to Halmich and Head LLC for HVAC systems at Sullivan City Hall; $20,551.94 to Oak Grove Village for their share of Wal-Mart sales tax revenue; $590,654 for MPUA Power for December 2019 Services and $46,491.01 to UMB Bank for payment 142 on Sullivan Wastewater Treatment Plant.

Under City Administrator J.T. Hardy’s report to the council he was scheduled to review the three bids for Solid Waste Hauling Services-trash service in the city of Sullivan as three bids were received that included: Waste Connections, Bridgeton, $13.80 per customer per month, Republic Services, Dexter, $13.25 and Swinger Sanitation, Cuba, $10.98.

Swinger Sanitation is the current contractor providing services for the City of Sullivan over the last 10 years. The company bid for the next term shows a 5 percent increase.

Hardy reported that the cost difference between Swinger and the other two companies was in part due to the recycling program, Swinger has customers place recycle items in separate multiple containers where the other companies proposed co-mingled recyclables meaning they would sort them out from one separate contained themselves rather than the customer.

City staff is recommending the city remain with Swinger Sanitation for a new five-year contract from May 1, 2020 to April 30, 2025.

This matter was expected to be approved in proposed bill number 3875.

Three other proposed bills for approval as ordinances Tuesday night included:

Bill 3876, which would approve adding construction funds in the amount of $1,463,523and extends the project time frame through June 30, 2020 to the 90/10 percent cost share agreement for new hangars at Sullivan Regional Airport through a block grant with the Missouri Highways and Transportation Commission;

Bill 3877, would approve a supplemental agreement one with Crawford, Murphy and Tilley, CMT, in an amount not to exceed $54,508.66 for inspection services involved in the construction of four-unit T-hangars and six-unit executive hangars at airport. The agreement total is not to exceed $87,373.90 and is also part of a 90/10 grant funded program;

Bill 3878, would adopt a new county wide Flood Insurance Study (FIS) that will become effective June 5, 2020. This adoption is required in order to participate in the national flood insurance program.

The council did have closed session posted for real estate, litigation and personnel.
