Former Sullivan School Staffer Charged With Statutory Sodomy

A former Sullivan School District staffer has been charged with statutory sodomy in Cape Girardeau County.

Freeman Fouts, 35, is accused a raping a minor in 2009.

Fouts worked at Sullivan from June 2014 to July 2018. His LinkedIn page says he was a middle school English/Language arts teacher that instructed sixth and seventh grade students.

He took a job as a technology education specialist at the Washington School District where he worked up until his arrest.

The minor was one of his former Cape Girardeau Central Students.

According to the Southeast Missourian, Fouts was arrested Dec. 1.

He allegedly befriended the victim during the course of the 2008-2009 school year.

In January 2009, Fouts began giving the victim rides home from school. 

That allegedly led to him sexually assaulting the student several times per week between January 2009 and May 2010.

The victim told authorities other incidents occurred in Wayne County, Mo., and Destin, Fla.

The Southeast Missourian reported that on Nov. 12, he allegedly admitted during a phone call with the victim to having an inappropriate sexual relationship.

The probable cause statement said Fouts seemed “extremely nervous” during the call and “repeatedly expressed regret and remorse to the victim.”

Fouts worked at Cape Girardeau Central from June 2008 to June 2014.
