Expansion Lake Trail, Upgrading Wells, Roof Replacement Top Council Agenda

The Sullivan City Council was scheduled to meet Tuesday, Aug. 1, with a full agenda before the Board of Aldermen that included easement approval for expansion of the city lake trail, upgrading three current wells in the city and replacement of the roof over the parks and street department facility.

The council did have standing committee reports posted from planning and zoning along with Sullivan Regional Airport Board.

City Administrator J.T. Hardy had four items before the council in his formal report to the board.

Hardy was to report that Sullivan City Engineer Robert Schaffer has obtained an easement from Missouri Baptist Hospital-Sullivan, that would allow the city to extend the City Lake walking trail across Mattox Drive so that it could continue along the Campbell Chapman Park/hospital property and conclude at the Campbell-Chapman parking lot. Schaffer is seeking approval from the council to allow Hardy to sign the easement from Missouri Baptist.

Schaffer also presented a request to Hardy and the Board seeking to hire the engineering firm of Archer-Elgin in the amount of $2,800 for easement survey services on property between Tessa Drive and Cripple Creek that would provide the city with a permanent trail easement and park on the property that is currently classified as being in a flood plain.

The council sought bids for a new polyurethane modified acrylic roof system at the parks and street department facility along Springfield Road and North Church Street

Schaffer and Hardy reported that bids were sought and four contractors were contacted directly with only two bids being submitted.

The bids included Midwest Storm Restoration bid of $59,640 for a 10-year warranty roof and $69,725 for a 20-year warranty with Superior Industrial Coating submitting a 10-year bid of $33,750 and $39,150 for a twenty year roof.

Schaffer reported that after meeting with Parks Director Dave Wall and Street Commissioner Larry Cuneio, city staff is recommending the bid be awarded to Superior Coatings in the amount of $39,150.

Hardy and Schaffer will also present a recommendation to the council on Tuesday night to pursue well upgrades in the city with funds remaining from the MAMU original wastewater treatment plant funds.

The upgrades would include drilling a new well at Well 4, Franklin Street, that was taken off line due to water becoming muddy; remediate existing Well 10 at Glaser Road and Well 11 near the Sullivan Airport.

The cost of these projects is estimated at $373,938.75

This project was to be voted on through Bill 3767 for approval as an ordinance in the city of Sullivan to fund this project.

A second bill, Bill 3768, was also expected to be approved by the council Tuesday night as an ordinance and would approve the replacement roof project at the Parks and Street Department facility with Superior Industrial Coatings in the amount of $39,150.

The council did have closed session posted for real estate, litigation and personnel.
