Council Meets With One Request, Review Of Apartment Expansion

The Sullivan City Council was scheduled to meet on Tuesday, August 4, with one request before them, review of the Planning and Zoning action taken on the expansion of Village on the Green apartment complex, closed session meeting for real estate, litigation and personnel followed by a Special Budget Workshop meeting.

Under Requests and Petitions, Sullivan High School is looking to hold its 2020 Homecoming Parade on Wednesday, September 23, with lineup at 4:15 p.m. followed by the parade at 5 p.m. The parade will run from downtown Sullivan at city hall, along Main St., then turn onto Clark St. then Springfield Rd. and conclude at "Sunny" Jim Bottomley Park.

The council is expected to approve the request.

Alderman Tony Wessler and City Administrator J.T. Hardy were expected to discuss the Planning and Zoning Special meeting held on Tuesday, July 28. The commission approved a conditional use permit for Village on the Green Apartments to expand, adding a 36-unit complex for senior citizens. A 4-2 decision passed the vote.

The conditional use permit came with an action plan from the developer Pat Alexander to address concerns from residents living near the current complex.

The discussion points and actions were: the entrance and road off Main Street and leading to the rear of the existing apartments off Mulligan Drive shall be gated and paved; the new access drive will have a privacy fence or other barrier to be installed alongside from the end-point of the existing trees, a natural barrier so that the residential houses to the east of the complex shall be somewhat shielded from walk-through traffic; the current trash dumpster at the upper complex will be moved from its existing perimeter location to a location further from the perimeter, to help mitigate noise when this dumpster is serviced; the dumpster will be serviced no earlier than 8 a.m. and shall be treated and sprayed for insects and pests at a maximum of two-month intervals, and occupancy for the new proposed one-bedroom apartments shall be no more than two people per unit.

The council will also appoint an alderman for review of the monthly bills and have a closed session before their meeting to review the Fiscal Year Budget for 2020-21.
