Council Approves Waste Bid, Request and Ordinances Tuesday

The Sullivan City Council met on Tuesday, January 21, where they approved a contract for solid waste hauling services, a request for a temporary street closure and four ordinances.

Under requests and petitions the council approved an annual request for the Madison Bartle Scholarship Fun Run, set for Saturday, May 2, beginning at 8 a.m. with street closures for Progress Drive, Mattox Drive, Land St., Lilac and Bon Oaks. The request was made by Kylie Feese.

Under standing committee reports Alderman Tony Wessler reported to the council that Planning and Zoning held a public hearing on January 14, and later approved a request for a conditional use permit for Kman27, LLC, dab Sullivan Storage (Carolyn Samra) which allows for an off-premise sign to be located on the lots she owns at the corner of Elmont Rd. and Deer Path where she is currently constructing a new storage unit facility.

Alderman Tony Wessler reported that a cell phone company is seeking to install a new tower in a residential area but planning and zoning feels this is not conducive for this type ion development but did request a representative come to a future meeting to discuss.

Wessler also reported that the city Comprehensive Plan has been updated and finalized by Planning and Zoning with public hearings scheduled for the proposed changes with the first being on north of I-44 second on property south of I-44 and third changes for lot sizes and lot densities along with the proposed Neighborhood Commercial District definition and guidelines. The notices for these meetings are advertised in the Sullivan Independent News.

City Administrator J.T. Hardy began his report to the council announcing the HVAC system has been installed at Sullivan City Hall and working well and the fiber and network cables have been installed and tested in city hall with phone installation and training to begin soon.

Hardy reported that three bids were received regarding s five year contract for solid waste hailing with the low bid from Swinger Sanitation in the amount of $10.98 per month, per city resident which is an increase if 53 cents from the previous contract which Swinger held at $10.45 for ten years. The other bids submitted where from Waste Connections, Bridgeton, $13.80 and Republic Services, Dexter, $13.25.

The council approved the bid from Swinger unanimously and then approved Ordinance 3875 which approved a five year contract with Swinger Sanitation through April 30, 2025 at a rate of $10.98 per month, per city customer.

Three others ordinances were approved by the council and included:

Ord. 3876, which approved adding construction funds in the amount of $1,463,523 and extended project time frame through June 30, 2020 to the 90/10 percent cost-share grant agreement with the Missouri Highways and Transportation Commission;

Ord. 3877, approved a supplemental agreement with Crawford, Murphy and Tilley, CMT, not to exceed $54,508.66 for inspection services involved with construction of four-unit T-hangars and six-unit executive hangars at the Sullivan Regional Airport. This would bring the total agreement with CMT to an amount not to exceed $87,373.90 which is 90/10 percent grant funded;

Ord. 3878, adopted a new county wide Flood Insurance Study (FIS) that will become effective June 5, 2020. The adoption is required in order to participate in the national flood insurance program.

Under Aldermen Input, Alderman T.J. Carey stated some cities record conditional use permits and some cities do not. This led to some discussions on conditional use permits and whether they are specific to a person or property. City staff reported that the conditional use permit use is more unique to the owner and usually follows until the property has been sold.

Alderman Jason Alexander asked what the current hangar rental fees are at Sullivan Regional Airport with staff reporting: ten open hangars $66 per month, 23 regular hangars, $135 per month two larger hangars $165 month and one large hangar $185 per month.

asked city staff what the current status was on the signalization of the east overpass.

City staff reported that engineering is on track and construction is scheduled in the summer of 2020.

The council did go into closed session to discuss one matter of real estate with no final action taken.
