Council Approves Resolution For Northside Park Trail Phase III

The Sullivan City Council met on Tuesday, Feb. 6, where they approved a project resolution seeking federal grant funding for Northside Park Trail, Phase Three, approved the purchase of two items for the water and sewer department and approved an ordinance changing the speed limit at Industrial Park Drive

Sullivan City Administrator J.T. Hardy, during his report, stated that the city is planning to apply for federal assistance from the recreational trails program for the purpose of the Northside Park Trail Phase III and needs a resolution to authorized.

The resolution would authorize Hardy to sign the grant application for federal assistance and any other official project documents that are necessary to obtain such assistance, including any agreements, contracts or other documents that are required by the State of Missouri or Federal Highway Administration.

The grant would include a minimum of 20 percent matching shares for the project elements identified in the application.

If federal funds are approved to the project, the city would be required to maintain and operate the trail for a minimum of 25 years, complete the project within a three-year time frame and comply with all rules and regulations of the Recreational Trails Program.

The council approved the resolution unanimously.

The council approved two bid items for the Water and Sewer Department seeking to accept Missouri State Bid and National Purchasing Partners bids rather than publicly bidding the items, which is acceptable under law.

The council approved a National Purchasing Partners agreement for the purchase of a John Deere 5065E Utility Tractor and Lift-Type Rotary Cutter from Era Equipment Company, Inc., Fenton, in the amount of $39,900.20 and Missouri State bid from Bobcat, St. Louis, for the purchase of a T770 T4 Bobcat Compact Track Loader in the amount of $78,573.76.

The council also approved an Intergovernmental Cooperative Purchasing Agreement by motion.

One ordinance was approved by the council Tuesday setting the speed limit on Industrial Park Drive at 20 mph.

Under Alderman Input, Alderman Mark Dalton reported that he had spoke with a citizen regarding tornado preparedness in the City of Sullivan.

Mayor Dennis Watz stated that he and Administrator Hardy have discussed having an upcoming public safety notifications.

Alderman T.J. Carey reported that he has a few questions regarding the Sullivan Parks system and will continue to follow-up with Administrator Hardy.

In Mayor Input, Watz stated he was very proud of the work the city street department did with the recent winter weather; encouraged the public to go by and see the Northside Park progress off Tessa Drive and expressed his appreciation to Executive Woods Products and owner Paul Alexander for the donation of a new podium for city hall, along with inviting the city to attend their recent unveiling of a new anti-ballistic product for schools.

The council did go into closed session following their regular meeting where the discussed one matter of litigation with no action taken and approved the hiring of Darion Owens as a semi skilled laborer at a pay rate of $14.80 per hour.
