City Secures Financing For Meters

The Bourbon City Council signed an agreement during a special session November 12 that provides financing for 750 electronic water meter readers.

The deal with Government Capital will allow the city to purchase the meters for $165,575. Bourbon currently has 100 of these types of meters, but this agreement should allow them to put all water customers on the electronic system.

The deal is for 10 years and the city will owe $20,505.46 annually at a 4.09 percent interest rate.

Payments begin one year from signing.

Also in the meeting, the board hired police officer Nick Holtz at the starting rate of $14.50 per hour. 

Regular Meeting

Due to personal reasons, the city will hold its regularly scheduled meeting on Thursday instead of Tuesday.

A bill will be introduced that amends the zoning code as it pertains to medical marijuana.

Municipalities across the state have had to update their zoning as medical marijuana is set to take effect in the state next year.

Voters approved medical marijuana in the Nov. 6, 2018 election and there has been a rush to put regulations in place before sales begin.

Bourbon’s ordinance will define medical marijuana usage, cultivation, cultivation facilities, cultivation identification cards and more.

The ordinance also defines non-retail medical marijuana facilities (physicians, physician certification, primary caregivers, qualifying patients) and sets the spacing requirements for usage.

No usage should occur within 1,000 feet of any existing elementary school, secondary school, child daycare facility or church. 

If a medical marijuana facility is part of a larger structure, such as an office building or strip mall, the distance between that and schools, daycares and churches will be measured from their property lines to the facility’s entrance.

The ordinance says measurements must include the shortest path between the two points.

There are limits and restrictions on outdoor operations and storage; odor control and nuisance; onsite usage and hours of operation, which will be set from 9 a.m. to 9 p.m. Monday through Sunday.
