City Proposes $1.9 Million Budget For FY2019

The city of Bourbon has released a proposed budget of $1.9 million for Fiscal Year 2019, which begins July 1.

Nearly $500,000 is being budgeted for the Community Development Block Grant (CDBG) project that will rebuild Pine Street.

The city is budgeting $328,335 for city hall; $12,000 for the municipal court; $324,240 for the police department; $207,400 for the street department; $33,580 for the park; $319,425 for water and $242,355 for sewer.

City Clerk Cathy Bremer released a budget message, saying the city has used just $6,000 from grant funds for administration with the Meramec Regional Planning Commission. 

The city is planning on spending a majority of the funds within the next year. 

A 3 percent cost-of-living allowance has been budgeted for each employee, including an increase in LAGERS. 

The city has budgeted $17,600 for a new storm siren, along with $3,764 for either a new website or records management.

City hall transferred $36,000 to the police department to help cover operating costs.

The clerk has budgeted $29,945 for the school resource officer (SRO) wages and benefits, along with a $10,000 transfer added to capital expenditures for a four-year lease of a new police vehicle.

With regards to street work, the city has included $20,000 for wages for part-time hires to help with concrete work, $55,000 for street contract work and $19,800 for engineering/construction inspection.

The city is proposing a 10 cent per 1,000 gallon increase for both water and sewer. 

Bourbon has not increased water since July 2016 and sewer since August 2016.

Bremer projects the increase for water to bring in an additional $3,000 in revenue.

There has been a $36,000 carryover from last year to cover the cost of water line replacement on Pine Street.

A proposed increase in lease/purchasing 100 electronic water meters also has been included.
