Amendment 1 On November Ballot; City Takes No Position On Prop D

Missouri voters will decide on Amendment 1, a measure that would affect ethics laws and redistricting, after the state Supreme Court declined on September 24 to take up the case.

Amendment 1 will go forth on the November ballot. The amendment was struck after a trial court ruling in Cole County September 14. The ruling was appealed to an appellate court September 21, which put the initiative back on the ballot.

The Missouri Supreme Court’s refusal to hear the case means the appellate ruling stands.

Last Tuesday was the earliest allowed date for absentee voting. Crawford County Clerk John Martin said he picked up the ballots that day. Martin had previously expressed frustration at the ballots not being sent out. The lawsuit over Amendment 1 appeared to be the biggest hang-up.

Amendment 1, also known as Clean Missouri, proposes lowering campaign contribution limits; eliminating nearly all lobbyist gifts and requires a two-year ‘cooling period’ before legislators and staffers can become lobbyists.

It also tackles redistricting, done every 10 years following the United States census. 

Prop D

While the Bourbon School Board has uniformly come out against supporting Proposition D, which would raise the state’s gasoline tax 2.5 cents annually over the next four years, the Bourbon City Council has taken no position.

The Missouri Municipal League has asked each municipality to pass a resolution supporting the tax hike. MML says the increase would bring in $288 million 

Missouri has a 17-cent tax, one of the lowest in the United States. 

If voters pass Prop D, it would lead to increased funding for cities and counties.
