Billy Monroe McMillen was born November 3, 1959 to Billy and Wilma (Nethington) McMillen in Sullivan, MO.  He grew up and attended school in Sullivan.  Billy was an athletic young man and played football while in high school.  He entered the U.S. Army right out of school and served as a Military Police officer and even played softball during his time in the service.  Billy was honorably discharged and continued his calling to protect and serve as a police officer.  His career included serving as a Police officer for the City of Bourbon, MO followed by being the Assistant Police Chief for the city of Saint Clair, MO, and finally serving as a deputy for Crawford County until his retirement.

Billy was blessed with three children in his lifetime, Katie, Billy Ray and Vance.  Billy loved hunting and fishing. He was an avid deer and turkey hunter, even designing his own turkey calls.  He also enjoyed fishing in bass tournaments.  When not in the great outdoors he loved listening to music; his favorite musicians were Elvis, George Jones, and Charlie Pride. Billy loved the Lord and loved his country, he was willing to talk with anyone about his Lord and Savior Jesus Christ and his strong political views.
