Joyce Pearl Butler was born December 9, 1933 to Charles and Lessie (Lashley) Jones in Arcadia, Missouri. She grew up and attended school in the Ironton/Arcadia area, graduating in 1951.

Shortly after high school she was united in marriage to Howard Williams. Together they were blessed with two sons, Stephen and Michael. While raising her children, Joyce worked for Boatmen’s Bank as a teller for a short time before becoming employed with Hill-Behan Lumber Company. Joyce enjoyed going for joy rides on Howard’s motorcycle and camping as a family at Big River and Marble Creek. She especially loved escaping the busyness of city life and relaxing on the family farm in Mountain View where they would often hunt and fish.
