Sidewalk Grant Receives Approval On North And South Road

The City of Sullivan, along with 22 other municipalities, have received initial approval from the Missouri Transportation Planning Committee for the Transportation Alternatives Program. 

Sullivan has been approved for sidewalks, curbs and guttering along North and South Road.

TAP will provide sidewalks on the west side of the roadway from Highway 185 North to Louisiana Street. 

The sidewalk will then be continued from Louisiana to Mesa Drive, also on the west side of the roadway with cross walks.

The project is estimated at $1.038 million, with federal funds from the TAP to pay for $672,594.

Ward Two Alderman Jason Alexander requested during the September 20, 2022, council meeting that this area be moved up on the list for sidewalks.

Alexander cited comments from residents in the area that felt they were desperately needed.

However, on July 18, 2023, the council learned the STP grant funding they had sought for the project was denied. A second grant through TAP funding could be sought, but had to be filed three days later.

“We knew with the first grant under the STP fund that this project was not as compatible as the grant program for the TAP programs,” said City Administrator JT Hardy. “We were not surprised it was turned down.” 

Hardy said the city was more confident in TAP.

“We really felt all along this project had a strong chance for funding with TAP.”Hardy reported that the project design will be completed in 2024 and begin in 2025.

Two other projects in Franklin County also received approval, including St. Clair, $398,866, for Walton and Jean sidewalk project, and Union, $960,997, for Union School sidewalks.
