Council Approves Bids And Ordinance Tuesday

The Sullivan City Council met in open session on Tuesday, December 3, where they approved two bid items and a new ordinance in the City of Sullivan.

There were no requests or petitions on the agenda, thus the council moved right into the regular portion of their meeting with a report from City Administrator J.T. Hardy.

Hardy reported to the council that the Fiscal Year 2020 budget included the purchase of a new phone system for Sullivan City Hall. To retain the phone numbers that have been obtained and used by the city for decades, the city would need to remain with Fidelity Communications, which submitted a proposal for new phones along with phone service and increased features at a monthly cost of $33 per phone. It would cost the city $100 more per month with the new system and upgrades.

The council unanimously approved the purchase of the new phone system.

Hardy reported that bids were accepted for the purchase of a new aero turn mower for the Sullivan Street Department with the lowest qualifying bid being submitted from ChaseCo, Sullivan at a cost of $13,173.50 for a Hustler 93705Z Super Z with a trade-in of a 2013 Hustler 72-inch mower $4,000 for a total purchase price of $9,13750.

The council also unanimously approved this purchase.

City staff reminded the council and public that leaf collection for city residents runs through December 13, weather permitting on regular trash service days.

Hardy reported that advertising has begun for proposals form qualified waste hauling services contractors to provide services for the city on a five-year contract from May 1, 2020, to April 30, 2025.

The council approved Ordinance 3871, which approved a 60-day contract with Don Maggi Inc., Rolla, in the amount of $45,486 for replacing asphalt on the walking areas and bleacher pad areas of Campbell-Chapman Sports Complex. The ordinance was unanimously approved.

Under Alderman Input, aldermen expressed some concerns on how repairs at the skating rink roof were going. Aldermen were informed that the roof is still under construction and that this insurance claim is affecting city insurance rates.

Staff added that thus far 367 roofing permits have been issued in the city from this particular storm that damaged the skating rink facility and other city structures.
