City Selects Cochran Engineering For Parks Master Plan

The Sullivan City Council approved entering into negotiations with Cochran Engineering on Nov. 7 following a review of five firms for requests for qualifications for the Parks Master Plan,

Under City Administrator J.T. Hardy’s report to the council, Hardy reported that following advertisement, five RFP’s were submitted for review. 

The city committee recommended Cochran Engineering, which operates six offices in Missouri, including one in Union. 

The council approved the recommendation and will now await a negotiated contract to complete the process and begin work on the Parks System Master Plan.

The council, in other news, received information that Planning and Zoning would be holding a public hearing on November 14, at 6 p.m. for consideration of a modification to City Code Land Use Section 400: which a change would require a conditional use permit in C-2, C-3, C-4 and C-5 zoning districts under Use 4.100-all operations conducted entirely within fully enclosed building.

The following would be allowed in C-3 zoning district: Use 4.110-Majority of dollar volume of business done with walk-in trade; and Use 4.120-Majority of dollar volume of business not done with walk-in trade.

Five items were approved for purchase for a number of departments Tuesday that included: Water and Sewer received and reviewed bids for lead water pipe inventory in the city with the project being awarded to Benton and Associates for $29,000; Parks Department received approval to purchase a 72-inch brush cutter from Skid Pro in the amount of $7,890; Electric Department received approval to purchase Padmount Transformers from Harry Cooper Supply in the amount of $211,115; Water and Sewer also received permission to purchase a Bobcat UV34 gas utility vehicle from Bobcat in the Sourcewell Contract in the amount of $21,489.16 and a new air compressor from Pat Kelly Equipment in the amount of $29,809.

Under Aldermen Input, Alderman Jason Alexander reported he received a request that a street light be installed at the end of Division St., near Fourth St.

The council went into closed session where they discussed one contract matter, with no action being taken, and approved the hiring of Zachary Thurmond, to the position of semi-skilled laborer in the Water and Sewer Department at a pay rate of $17.24 an hour.
