5K, Bids And Four Ordinances Approved by Council Tuesday

The Madison Bartle Scholarship 5K Run, several bids and four ordinances were approved by the Sullivan City Council Tuesday, February 15, in a very busy meeting.

Under requests and petitions Kylie Feese submitted a request to hold the Annual Madison Bartle Scholarship 5K Run on Saturday, May 7, beginning at 9 a.m. The event will once again require some lane closures around the event which begins are Fairgrounds Park and will cover the streets of Lilac, Bon Oaks, Progress Dr., Mattox Dr. and Land Street from 8 a.m. to 10 a.m.

Feese indicated that all emergency services will be notified for the event.

The council approved the request unanimously.

City Administrator J.T. Hardy reported that bids were received an opened in February 10 at 11 a.m. for the demolition of property at 678 Watson Rd. which has been deemed a dangerous structure in the City of Sullivan.

Four bids were received with the council accepting and approving K.R. Wilson for the project with the low bid of $17,950.

Administrator Hardy then presented bids for the removal of liquid biosolids from the wastewater treatment plant for land application or contract hauling to a proper facility with the bid being accepted from J. Oros Enviromental, Carlinville, Illinois.

Administrator Hardy continued his report to the council that included a compact excavator bid for the Street Department with the low, most qualifying bid coming from Luby Equipment, Fenton, in the amount of $61,700. The council approved the bid unanimously.

The council also approved Administrator Hardy’s recommendation to accept the bid from J&M Displays for the Annual Fireworks display co-sponsored by the City of Sullivan and Sullivan Bank in the amount of $10,000. The display would take place on July 3.

City Engineer Robert Schaffer updated the council on several projects in which they have inquired about including the swimming pool project, which was partially approved in 2021 that would increase the cost by $13,000, and will be presented at the March council meeting; the new City Hall Lift has arrived and will be installed by the contractor after removal of the existing lift and pending weather; and in closing Schaffer stated that the North Side Trail Expansion is still being discussed amongst attorneys for right-of-way easements.

Alderman Bobby Maupin reviewed the city bills for the month of February and recommended approval in the amount of $1,574,309.27, which was seconded by Alderman Mark Dalton and approved.

Four ordinances were approved by the council that included:

Ord. 3942 consolidated seven lots into one lot at 250-280 South Service Rd on property owned by RJMB LLC;

Ord. 3943, approved  contract with K.R. Wilson for the demolition of property at 678 Watson Rd. that has been deemed a dangerous property. The contract amount was $17,950;

Ord. 3944, approved an agreement with J. Oros Enviromental for removal of the wastewater treatment plant biosolids for proper disposal;

Ord. 3945, approved a grant with the Missouri Department of Transportation Traffic and Highway Safety Division in the amount of $12,625,92 for a visible deterrent to driving while intoxicated programs.

The council did go into closed session for one matter of real estate and one matter of personnel with the council approving the hiring of Zaccary Hertel for the position of a semi-skilled laborer with the Sullivan Parks Department. Hertel will fill the vacated position left by Hunter Cook who chose to seek other employment.
