Jinney Lane Unresolved; No Update On Assessment Software

The county commission has yet to resolve whether or not maintenance will resume on Jinney Lane, while the software in the assessor’s office looks to be a dead issue.

Attorney Brooks Kenagy was not present at the June 4 commission meeting and County Clerk John Martin said as of Monday morning that he was not scheduled to appear at the June 11 meeting.

Kenagy is representing a group of property owners on Jinney Lane that have petitioned the county to perform maintenance. The road was maintained for nearly 30 years until the commission learned earlier this year that it did not appear to be county-owned.

Former presiding commissioner Ed Worley was at the June 4 meeting. Worley believes the paperwork for Jinney Lane was submitted around 1995. 

Worley said Jinney Lane used to be part of Declue Road.

District 2 Commissioner Jared Boast asked Worley if he had the information anywhere because the commission, prosecuting attorney and other staff have searched through minutes and records for any proof that Jinney Lane was adopted as a county road.

“We have tried to do our due diligence on the special road districts,” Boast said. “We have not been able to produce anything.”

Worley told Boast he didn’t have any documents and suggested they were at the courthouse.

Assessor Software

It does not appear that the commission will revisit the software issue in the assessor’s office.

The commission has been pushing to have Vanguard Appraisals used as assessment software, replacing Governmentor. Commissioners voted for that measure on April 23.

Vanguard works best with Income, which the county commission has voted to be installed at the offices of the clerk, collector and treasurer.

Assessor Kelli Vestal does not want the switch. Vestal has been adamant that Governmentor works and that her office is in compliance with the state.

Vanguard officials have said unless Vestal is willing to work with them, they will not proceed.

Martin described the issue as “dead in the water.”
