The Missouri Highway Patrol made four arrests in Franklin County for the week of July 12-17.
Thomas C. Fletcher, 48, Bowler, WI, was arrested on Tues., July 13 on a Phelps County warrant for failure to appear in court on the original charge of stealing motor vehicle fuel and tampering with a motor vehicle. Fletcher was held at the Franklin County jail.
Cleveland T. Thompson, 31, Dallas, TX, was arrested on Wed., July 14 on a St. Charles County Department of Corrections warrant for a traffic offense. Thompson was held at the Franklin County jail.
Rhonda S. Boyer, 35, DeSoto, was arrested on Wednesday on a probation and parole violation for felony possession of chemicals with intent to manufacture, endangering the welfare of a child and unlawful use of drug paraphernalia, on a Washington County warrant for possession of narcotics with intent to sell, felony possession of a controlled substance, felony possession of chemicals with intent to manufacture, felony unlawful use of drug paraphernalia and felony possession of methamphetamine precursors with intent to manufacture. Boyer was held at the county jail.
Chad V. Winters, 35, French Village, was arrested on Wednesday on the patrol charges of felony resisting arrest, felony possession of a controlled substance, felony possession of chemicals with intent to manufacture, felony unlawful use of drug paraphernalia, and felony possession of methamphetamine precursors with intent to manufacture. Winters was held at the county jail.
