  • Bill No. 3393 sponsored by Alderman Mike Ryan, Jr., being an ordinance amending the Municipal Code of the City of Sullivan, Missouri, under Title Seven (VII) on utilities, by enacting a new Chapter 725 regarding pretreatment regulations for the wastewater treatment plant; and establishing the effective date.

(The Missouri Department of Natural Resources as well as the Environmental Protection Agency mandates that the city incorporate a pretreatment program for sewage entering into the new wastewater treatment plant. This program has been reviewed and approved by DNR.)
Bill No. 3394 sponsored by Alderman Mike Ryan, Jr., being an ordinance of the City of Sullivan, Missouri, amending Title I (One) Chapter 160 Article IX (N ine) by repealing Section 160.330 and enacting a new Section 160.330 of the Municipal Code in lieu thereof, pertaining to sewer users that qualify under Chapter 725 of said Code, and establishing the effective date. (Passage of this bill would adopt fees for users that qualify for the pretreatment program for sewage entering into the new wastewater treatment plant. The application fee would be $75; the monitoring, inspection & surveillance procedure fees would be $1,500; fees for reviewing & responding to accidental discharges would be $25 per hour; fees for filing appeals would be $75 plus actual costs incurred.)

  • Bill No. 3395 sponsored by Alderman Mike Ryan, Jr., being an ordinance approving an enforcement response plan for the wastewater pretreatment program in the City of Sullivan, Missouri and establishing the effective date.

(In accordance with federal treatment regulations, the wastewater plant must be monitored and this ERP serves as a guide for applying existing laws, regulations, and uniform enforcement. DNR has reviewed and approved the plan.)

  • Bill No. 3396 sponsored by Alderman Thomas Leasor, being an ordinance of the City of Sullivan, Missouri, repealing Ordinance No. 3381, passed and approved by the Mayor and Board of Aldermen on February 16, 2010, which pertained to a contract with K&D Moor, a corporation DBA/Southern Ditching & Excavating Company which contract dealt with construction of the East Vine Street Phase Two Improvement Project (McKinley to Hughes Ford Road) in the City of Sullivan, Missouri.

(Passage of this bill would repeal a contract with Southern Ditching for the Vine Street Project. The federal government is now requiring that bids be advertised in the St. Louis Post Dispatch. This project was advertised locally. Wording for the bids is also being revised & modified in order to meet qualifications for reimbursement requirements. The earliest possible construction start date for this project is now July.)

  • Bill No. 3397 sponsored by Alderman Paul McCulloch, being an ordinance approving an intergovernmental cooperative agreement with the “Mid-Missouri Municipal Power Energy Pool” which agreement deals with the creation, operation and participation in retail delivery of reliable electricity at the lowest possible cost; and authorizing the Mayor to execute. (Passage of this bill would approve Sullivan participating in a pool comprised of the fourteen other cities (Cabool, Cuba, Houston, Mansfield, Mountain View, Newburg, Richland, Salem, Seymour, St. Robert, Steelville, Waynesville, Willow Springs & and Winona) at a cost of $12,886. This agreement is for the consulting stage.)

    This is an outrageous amount of money for the city of Sullivan to be spending! Why are there two different amounts for payroll that are over 100,000 dollars each? When the city has the money to write checks that total over two MILLION dollars FOR ONE MONTH, then i think I can figure out why we are all paying COMMERCIAL electric rates for our SMALL HOMES. Believe it or not boys we are not just a bunch of county hicks who can’t add two plus two. We are also smart enough to leave this town and still investigate into what is going on. It would not surprise me to read in a major newspaper or see an investigational story on the news, that is all about how the citizens in a small Missouri town called Sullivan, were taken advantage by the local gov’t and pending arrests and fines will soon follow. I’m willing to bet that this is a story we will all hear in the near or maybe not so near future. Never the less, I do believe this will happen. What goes around, comes around, and no one is untouchable!!
