Ordinances

  • Bill No. 3383 sponsored by Alderman Jarrett Dace, being an ordinance approving a grant agreement for federal assistance under the Delta Regional Authority Grant Program which grant deals with traffic safety improvements for Missouri Baptist Hospital access in the City of Sullivan, Missouri and authorizing the Mayor to execute.

(Passage of this bill would approve an agreement for $138,941 in grant funding of which $71,308 would be the federal portion, $59,811 the city’s portion, and $7,822 from the State of Missouri, for traffic safety improvements at the Missouri Baptist Hospital access at Highway D.)

  • Bill No. 3384 sponsored by Alderman Thomas Leasor, being an ordinance approving a real estate contract with James Ray Whitchurch and Jennifer J. Whitchurch, his wife, and/or their successors or assigns, which contract deals with the purchase of part of Lots Three (3) and Four (4) of Cassidy Subdivision in the Northwest Quarter in Section Four (4), Township Forty (40), Range Two (2) West of the 5th P.M., situated in the County of Franklin, Missouri, State of Missouri, as per Plat of Record in Plat Book F Page Eleven (11) in the Office of the Recorder of Deeds, in the total amount of Six Hundred Forty-Five Thousand Two Hundred ($645,200); and, authorizing the Mayor to execute.

(Passage of this bill would purchase property for land acquisition surrounding the Sullivan Regional Airport so that the city can be in compliance with runway protection zones. MoDOT agreed to support the price of$645,200 which will be covered by 90-95% funding.)

  • Bill No. 3385 sponsored by Alderman Thomas Leasor, being an ordinance of the City of Sullivan, Missouri approving a lease agreement with James Ray Whitchurch & Jennifer J. Whitchurch, his wife, which agreement deals with a Fifteen (15) Month lease on Part of Lots Three (3) and Four (4) of Cassidy Subdivision in the Northwest Quarter in Section Four (4), Township Forty (40), Range Two (2) West of the 5th P.M., situated in the County of Franklin, Missouri, State of Missouri, as per Plat of Record in Plat Book F Page Eleven (11) in the Office of the Recorder of Deeds, for an amount of One Dollar ($1.00) per month during the term of this agreement; and, authorizing the Mayor to execute. (Passage of this bill will allow the Whitchurch Family to remain in the home and to also remove custom home fixtures during that 15-month period.)
  • Bill No. 3386 sponsored by Alderman Mike Ryan, Jr., being an ordinance approving a grant agreement for Federal assistance through the 2009 American Recover & Reinvesment Act (ARRA) which grant deals with influent pump replacement for the wastewater treatment plant main lift station in the City of Sullivan, Missouri and authorizing the Mayor to execute.

(Passage of this bill would replace all pumps in the primary lift stations at the WWT Plant which was the only upgrade that wasn’t made during new construction. The estimated cost is $91,432 with the city’s out of pocket portion estimated at $23,91 O-which will probably be covered by the existing MAMU loan.)

  • Bill No. 3387 sponsored by Alderman Paul McCulloch, being an ordinance approving a grant agreement for Federal assistance through the 2009 American Recover & Reinvesment Act (ARRA) which grant deals with facilities energy efficiency retrofits in the City of Sullivan, Missouri and authorizing the Mayor to execute.

(Passage of this bill would approve funding to upgrade all interior & exterior lighting, heating & AC in City Hall, the Library, Police Station, Community Center, Skating Rink, and the ball complexes. The Fire Department has an interest in partnering. The Electric Department will do the installation. The cost is estimated at $44,682 (which includes the firehouse) with the city’s out of pocket costs estimated at $6,195 and the Fire Department’s portion at $5,193.)

  • Bill No. 3388 sponsored by Alderman Thomas Leasor, being an ordinance approving a real estate contract with Roy L. Carroll, Thomas Daniel Carroll, and Paul Glaser & Patricia Ruth Glaser, Trustees of the Glaser Joint Rev Liv Trust U/a 6th June, 2007, and/or their successors or assigns; which agreement deals with the purchase of Part of Lot Three (3) of the Northwest Quarter in Section Four (4), Township Forty (40), Range Two (2) West of the 5th P.M., described as follows: beginning at a point which is 220 feet West and 16 North of the Southeast corner of said lot, thence North 210 feet, thence West 210 feet, thence South 210 feet, thence East 210 feet to the point of beginning; for a total purchase price of Twenty Two Thousand Dollars ($22,000); and, authorizing the Mayor to execute. (Passage of this bill would purchase property for land acquisition surrounding the Sullivan Regional Airport so that the city can be in compliance with runway protection zones. MoDOT agreed to support the price which will be covered by90-95% funding.)
