Sullivan Businessman Charged With Statutory Rape

A Sullivan businessman was arrested on Friday by Sullivan police on a Franklin County warrant for alleged first degree Statutory Rape.
According to Sullivan police chief, George R. Counts, Sean Blum, 38, Sullivan, was arrested as the result of an investigation involving a victim who is less than 14 years of age. Blum was arrested on Friday morning by Sullivan police for a traffic stop involving a driving while revoked charge. A warrant for Blum’s arrest was executed on Friday afternoon by Sullivan police charging him with Statutory Rape in the first degree.
Blum was held at the Sullivan city jail on $75,000 cash only bond.
According to the felony probable cause statement, the allegations are that Blum had sexual intercourse and deviate sexual intercourse with the juvenile victim, less than 14 years of age, at his residence on Walter St.
The incidents began on Feb. 21 and continued on various occasions through mid-August 2009.
Blum is presumed innocent until proven guilty in a court of law.
According to the Missouri Secretary of State, Blum is the owner of Quality Construction, Sullivan.
